Imagine the eyebrows being raised if we heard about Germany rearming, taking over leadership of NATO and voting against an Anti-Nazi resolution 10+ years ago. Now they can just keep bringing up the "Russian Threat" indefinitely and no one thinks much of it.
Probably implicit threat to offload european defense on europeans and withdraw from europe.
