Ergo Proxy
Cyberpunk, hyper violent, and almost short at 23 episodes.
I can’t remember if it’s hyper violent or not actually. I know there is violence and it’s gruesome but there might not be a lot of it.
-
Bubblegum Crisis, and its shorter sequel Bubblegum Crash.
-
AD Police Files (the OVA with 3 episodes)
-
Parasite Dolls
-
Angel Cop
Ghost in the Shell.
The movie fits everything. The series can too, depending on what you mean by "short."
Aeon Flux is the only one I can think of not mentioned yet. 90s, Cyberpunk, Hyperviolent - it's just not Japanese, though it is animated. It's weird, and the first two seasons are are series of shorts.
Jin-Roh: Wolf Brigade sounds like something you might like.
Memories. Fckn love Magnetic Rose
Angel Cop
Megazone 23, part 2 (only 1 OAV, 80s, hyperviolent scenes)
Akudama Drive (1 season, cyberpunk)
Lily C.A.T. (80s, violent, only 1 OAV)
GITS stand alone complex was produced much later, but you will probably still enjoy it.
Bubblegum Crisis
AD Police
Project A-ko is a comedy movie that sort of falls in there. Not as much cyber punk. Neo Tokyo is just an aside.
Roujin Z - movie. They have hospice in the future, right?
How FAR in the future? Have you watched Trigun? It's a cyber western. It's a tragedy disguised as a comedy. Gore is low, and there are less deaths than episodes, but there is plenty of action.
Elfen lied was released in 04, but it still has the 90s animation style. It is overtly violent and disturbing. The setting is pre-cyber revolution, where the government appears to quietly control everything. The tech is in there, but not heavily featured.
Sorry if my list isn't 100% what you were looking for, but I think you might enjoy some of these if you haven't had the chance.
Worth noting you want the original trigun, not the recent remake. Also the OST is a helluva banger
Same with Bubblegum Crisis. Ignore Tokyo 2040.
Oops, yeah. The new Trigun is interesting, but not the ask.
AD Police is underrated!
Bubblegum Crisis, Bubblegum Crash, Ghost in the Shell, Patlabor 1 and 2, Armitage III, AD Police Files, Memories, Neo Tokyo, Megazone 23, Venus Wars, Techno Police 21C, AI City, Dominion Tank Police.
Most of these are movies or very short series (like 4 episodes max).
there's also a hell of a lot more. 80s/90s anime was peak ultraviolent cyberpunk. And if you don't mind stepping out of the 90s and maybe watching something a bit longer I highly suggest Ghost in the Shell: Stand Alone Complex and S.A.C. 2nd Gig. by far my favourite anime series of all time. Also Psycho-Pass.
+1 for Psycho Pass.
One of my favorites.
Just...watch season 1, movie and Sinners of the System, Providence and walk away. Don't bother with season 2 and 3 and remember the good memory you had enjoying season 1
Edit: the Mandatory Happiness VN game is fine too
yeah I should have added no need to go beyond season 1. which is a shame cause I REALLY liked Psycho Pass season 1 and the rest was just....really?
BLAME! by Tsutomu Nihei. I wouldn't bother with any animated versions.
The prequel NOiSE as well (manga)
The Big O
Wow. Kite? That’s a difficult one to beat. My spouse is more up with this but Chainsaw Man for modern violent. I’ll ask for more.
Wicked City? Not cyberpunk, but it definitely goes hyperviolent.
I like the '89 and '93 Patlabor movies.

Ah, the franchise that ruined tentacles. I will consider it.
