One assumes that people are inherently valuable, the other assumes only workers are valuable.

Is many things grow out of these differences.

e.g. if people are valuable, we educate them so they can flourish. If workers are valuable we educate them so they may perform work. See the difference in philosophy and the educational systems that eventuate.
