I came across this article a little later.

Even so, it's kinda strange they are so quick to come to such conclusions. They also didn't bother to even speak with the Indigenous traditional owners about this.

A preliminary assessment on James’s body, released earlier this week, suggests there were “pre-mortem” bites in addition to evidence consistent with drowning.

Sounds like they could have if she was bitten before she died? Maybe she retreated into the water after getting bitten and drowned trying to escape them. Or maybe the preliminary report was wrong, or maybe it’s something else. No way to tell until they release the full report.

It sounds like they were seeing issues with them after she drowned as well:

“Following the initial autopsy findings, this pack’s involvement in the incident, and observations since, this pack has been deemed an unacceptable public safety risk,” the statement said.
