Romulus was the inhabited second planet of the Romulus system. This planet was located in Romulan space within Sector Z-6 of the Beta Quadrant and was the adopted homeworld of the Romulans following their exodus from Vulcan. In addition, Romulus was the capital planet of the Romulan Star Empire.
I'd argue that they weren't Romulans until the splitting faction took root on Romulus.

An away team goes down to a pre-warp planet to mine dilithium crystals. One of the redshirts is listening to Journey's Don't Stop Believing, unbeknownst to the redshirt, he is spotted and overheard by one of the planet's residents. The prewarp resident runs off to consider this musical discovery. The planet evolves into a utopia that worships music. It eventually gets warp. It is visited by the Federation and the planet plays the world's anthem for them; you guessed it, Don't stop believing.
i'm gonna warp the saucer section directly over their capital, then warp it away, but leave some photon torpedoes armed and behind where the saucer section was before it warped. when those detonate they should spell out "FREE BEANS"
