According to international law clean wars can be clean somehow. And that's a dangerous thought about how the war is fought. A bombed-out kindergarden or hospital lowers the threshold to start one. It's to be expected in fiction if it goes on for any length of time and needs to stop. All it says is "computer-guided" "precision" is always an evil act and "carry" will inevitably cause it to be avoided at all cost. There are no clean civilians. There are no people with "limited" "responsibly". This doesn't kill anything that's started "decapitation strikes". Too many thousands of wars still think that You can't say "yep, this is out."
