Two of the spikes are support for the first Gulf War and, I guess, being happy about September 11. I'm not entirely sure about the earliest approach of 70% but I assume it must have been because people were happy about my birth and assumed I would be their Messiah.
Now ask the same people what should be done for things to improve, and become a maoist 3rd worldist.

I can't find a similarly ranged chart, but here's some data from 2016:
Nearly half of American blacks (49%) and Hispanics (47%) are satisfied with the way things are going in the U.S., compared with 28% of whites. Satisfaction levels among these three groups have generally been steady in Minority Rights and Relations polls conducted since 2013.

This wording makes it sound like black and latine people are more satisfied?
They were, in 2016. The "sample is weighted to be representative of U.S. adults," so it's not even "registered voters."
