I know it's possible to do things with users who have never interacted with your community, though I am not sure what they used to do it. No client I have used even has the basic moderation functions down very well, and through the website interface I have only seen mod actions appear within posts in communities I mod and nowhere else.

There is apparently an alternate web interface that is a bit more sophisticated called "Photon." For example, the Photon version of https://programming.dev/ is simply https://p.programming.dev/. In Photon, it is easier to perform mod actions with users who have never interacted with the community in question. I have no idea if every community has this or how it works. It seems to be a wholly different way of interacting with the same instance since not even one's user credentials carry over from the non-Photon subdomain.
It depends on the app or interface you are using. In Mlem there is an "Add Moderator" button in the moderation tab. I believe in the web interface it is easiest if someone posts, or comments, then in the three dot menu there is an option to make moderator.
Using Firefox point....well I don't know what they are up to now.
That would be the web interface, unless you are also using photon, Blorp, or one of the other front ends that are useable via the web.
But there is a high chance you are using the vanilla interface.

Use the alternate web UIs, like p.lemmy.world for example. Some of them allow you to perform moderation actions on any user regardless of whether they have interacted with the community.

Effectively, yes. Lemmy.world hosts a local version of it, as do some other instances (lemmy.blahaj.zone hosts a Photon front-end at phtn.lemmy.blahaj.zone for example). But you can also go to phtn.app, which I believe is run by the Photon devs, and log into any Lemmy instance from there.
