As I understand it the ban in France seems to specifically target real brands. So you can still show people drinking but you're not allowed to show the logo of e.g. Heineken.
Is this a good regulation? I don't know, but it might not be as arbitrary as the other comment suggested.
I'd also think it would be better to create rules and regulations that are as clear cut as possible and almost impossible to circumvent.
Go after billboards first. I can turn off the TV and avoid websites that have too many ads. I should be able to ignore advertisements in the public space. Clear size limits, don't allow structures that will only be used for this specific purpose, etc.
