The definition on that website sounds like they just count people dying as direct result of the water (Ex dysentery)
Judging by how little resistance the democratic party is giving to the extreme measures taken by the GOP I stand by my statement. Would the democrats have implemented these things if they won? Their campaign claimed they were different but they sure aren't doing anything to stop it! (Oh except for holding up signs in congress condemning the actions and then voting along with the GOP anyway)
