This is what I thought first. It might be reading into it too much to call it a "dogwhistle"... But sounds like they're saying "China doesn't have beautiful blonde Aryan actors like America does." Or maybe it's just lazy and horny.

Sorry if you meant one of them as in racist on the inside. That's true too.
