This is saying it's probably ARM-based nvidia CPUs.
RISC V where are you
Isn't there a Chinese company producing the chips even though the spec wasn't fully complete or something? i thought it read something like that a number of months ago
Something like that. Most of it's over my head
The ISA was published 11 years ago and many companies have been shipping hardware for years now; you can even get a RISC-V mainboard for a Framework laptop: https://en.wikipedia.org/wiki/RISC-V#End-user_hardware
Unfortunately the performance is more comparable to a raspberry pi than a modern x86 PC; the faster ones are still coming soon.

I would like to add that "faster ones" did exist but were really really limited edition. And also full of backdoors making them not feasible to host a pubnix on. Was reading 9front IRC logs out of boredom once and someone mentioned a maintainer being given a server of sorts then someone replied "ah yes, Plan 9 on unobtanium v".
