My understanding is:

• Hasan has a dog. The dog usually hangs with him in the room where he streams
• a clip of him was on r/Livestreamfails where it looked like he was reaching for something on his desk and then the dog seemed to bark in distress
• users decided that Hasan shocked his dog and he's using an electric dog collar every time the dog allegedly "displeases" Hasan or interrupt him during the stream.

I saw some posts on the Hasan sub where some users were pointing out that what looked like a shock collar might actually be an Apple airtag
