To some degree it makes sense to have differently shaped utensils for different types of food but most of it is bullshit invented by bougies so they could show how they belonged among other rich people by A: Demonstrating how they were rich enough to afford a full set of all the utensils, and B: Demonstrating how they were cultured enough to know how to use them.

There's oyster knives, but I'm unaware of any mussels knife. Mussels open when they're cooked and I've never heard of them being eaten raw. When it comes to shucking/opening oysters, you want the specialized tool so you don't end up with shell in your food or a knife in your hand.
