I feel like I'm going crazy that you're responding to someone saying Europe is the greatest donor, and their proof is a publication showing the US donating more than twice Europe.
Keep fighting the good fight, I guess. America Bad is just so hot right now.
The way I read it, the US donated twice as much as EU institutions, but EU countries donated as well, bringing the EU total above that of the US. Only counting EU institutions is like only counting donations made by the US federal government, but not those made by US states.
