The ‘99-00 cartoons gave him a mouth, but I think they disappeared it when he wasn’t talking.
I was thinking the exact same thing
So via in universe canon this is actually a photo in the middle of him talking to Trump and Vance?
Maybe he's just smiling for a photo. It's hard to show that he's smiling without a drawing a mouth, I suppose
