That’s generally the percentage of humans who lack empathy and/or abstract reasoning skills.
I think a certain set of people just don't have the bandwidth to deal with the complexity of the modern world so just accept the simplest loudest solution. Its not neccesarily lack of empathy so much as a perception of protecting their tribe.

That's not fair to humanity. This is a Western problem, and America is the West on crack (fent?). People make mistakes everywhere, but in America/much of the West even the concept of objective rights and wrongs are debatable, which allows for even more amoral excesses. This is why their discourse revolves around whether things are "constitutional" or "legal", because objective morality is not in their psyche, so saying right and wrong doesn't come naturally to them.
