There’s 13 athletes from Russia.

They may not get a flag, but they still are competing and very much Russian.

Yep. Letting the Russians and Israelis to compete is legitimising what their countries are doing.
If a country is in a war/genocide etc, like Russia and Israel, then their athletes shouldn't be able to compete.

However, if the athletes change nationalities then they should be able to compete for the new country. But the athletes will lose any medals or Olympic records if they change back to their original nationality.
