The US military has been skittish on regime change since Vietnam, but had a lot of those points reinforced by Iraq and Afghanistan.
The Trump administration is using the military more like Reagan used it, make some quick attacks combined with spy operations and manipulate the chaos to get diplomatic goals achieved. The US doesn't want to own the rebuilding effort since that is the costly part.
