A country can restrict the movements of it's citizens when they are in other countries? (I guess it could make sense.)

There are def USA tourists that have visited DPRK, even several presidents & celebrities.

They can't physically prevent people from traveling there, but they can arrest them for it when they get back. The DPRK often won't stamp western passports for this exact reason.
