The school was in the IRGC compound; however that was 10 years ago.

According to satellite imagery, the building in which the school was housed was initially walled within the IRGC compound in 2013 but was then walled off by September 2016.

Currently, the most likely explanation was that AI was used to choose targets and it hallucinated the building being a military target based on old data. Also, the strike was not an accidental miss, because it involved a "double-tab" with a second missile used to kill those who came to provide aid after the first hit.
