I think it's just the most recent, all us presidents are war criminals in the end.
I didn't say criminal, I said stupid. Though it's high in the running for most criminal, too, since they're ordering war crimes at Nazi rates.
If I recall correctly, and someone correct me if I’m wrong here, but the first war criminal president we had in office was Nixon for arming Iran to the gills with nukes.
Not nukes. Just lots of conventional weapons. Before the 1977 revolution in Iran, the U.S. sold them a bunch 'leagally', then the U.S. (arguably) triggered the revolution there, and after the religious nut jobs took power, Regan sold them lots of weapons (non nuclear) illegally (against the arms embargo) in the Iran/contra affair.
