He was getting duis thru the late 90s and had a court ordered rehab and a bunch others.
Especially back then a lot of those include a healthy dose the kind of Jesus rich people love.
Throw in normal mental decline of aging and the lead exposure from his love of cars that you'd manually add lead too...
And yeah, obviously he's a Republican now.
His brain is cooked, and has been for decades by now.
