I mean, this happens everytime a major event is hosted anywhere in the world. It's a political move. I'm not surprised at all.
They don't want to deal with their homeless problems, because it would cost more money than it would earn. Now that they need to present themselves, the return value of cleaning up the streets has suddenly increased, probably because some high-up officials want it so. So a quick fix is suddenly worth the money. Obviously it doesn't give a lasting effect, but they don't need that now and a lasting effect would take ten times more effort and money.
It's the same when my parents come to visit. I usually just vacuum my house once a week and that's hood enough, but qhem my parents come to visit, I take the effort to dust the cupboards and mop the floor. Thats a lot more effort, but after a week my house isn't less dirty than usual and I still need to vacuum the house again. But it's worth the effort, because I want to make myself look better than I am in front of my parents. It doesn't solve the issue of my bad hygiene routines, that would take a lot more effort, practice and discipline.
