These proposals include a 5-year tax plan that will cap the number of humans killed by Terminators to 10 per year. Going over 10 people killed is a 2.4% of daily income tax per 50 excess kills for Terminators that kill over 2,000 people per day. Terminators with excess kills under 2,000 people will be fined 0.05% of their daily income on stock market dividends. Another proposal to be voted on will limit how many AI entities can be plugged into the Matrix at any given time. At least 20% of entities working within the Matrix will need to be of human origin.
