I can! This is Seattle. The yellow sign only applies to the yellow curb. If the curb isn’t colored, or there isn’t a sign with an arrow, saying no parking beyond this, then the white and green sign applies.

Don't know the laws there, but in Texas, white signs represent things regulated by laws and have legal repercussions while yellow signs are just warnings or notices.

  • Drive 45 passing a white sign that says 35: get a ticket
  • Drive 45 passing a yellow sign that says 35: probably trying to warn you about a curve, condition, wildlife, or intersection. Slow down if you're feeling cautious.
