I'd be surprised if this happens.
Yeah office buildings are hard to convert because the requirements for apartments are so much higher - but with corporate real estate values in the gutter and apartments/condos more expensive than ever there's a massive benefit for seeing the process through to its conclusion. Just about every city in the US would benefit from a government program to expedite + help pay for these conversations (or just take over office buildings and convert them into publicly-owned housing directly) since the free market has trouble doing things with long term benefits.
it can even be cheaper to demolish and build new depending on the site and how expensive tradies are. Don't remember how that scales, haven't looked into it in ages.
