Pokemon 2000 in the Japanese dub has a small section explaining this when Zapdos, Articuno, and Moltres attack the flying fortress the bad guy has when Tracy explains why them all attacking at the same time worked to destroy some stuff (Zapdos's electric attack did electrolysis to the water of Articuno's ice beam and then Moltres' fire attack exploded it) and it got cut from the English dub for some reason. Possibly because they were worried kids might try to do it at home?

Not so much a fuel source as an energy vector. You don't extract energy from water, you just use external energy to electrolyze it, obtain H2 gas and return it to water upon combustion.
Had a guy at an old job that experimented with the stuff out in the, definitely not OSHA safe, warehouse. Cool stuff, always been kind of suspicious of the mythbuster/tested folks after they couldn't achieve the same sort of results I'd seen folks do in real life.
