Kennedy is the most popular president. The people love a leader with a bullet through the skull. If a president wants to be popular they should follow in Kennedy's footsteps.
I have a feeling it has a lot more to do with his good looks and womanizing than his policies, and I suspect a great deal of it might be "well he must've been pretty good if they felt the need to shoot him"
What are even his accomplishments?

Though he notably got tricked by the CIA into making convertibles a lot less popular.
Yeah they really hate when people don't fall for their tricks
Those are pretty big world changing accomplishments to be fair.
Him getting killed halfway thru the term meant he couldn't do a lot more terrible things for which he could be remembered
JFK's popularity is from 60 years or hagiography
Legitimately true, he wasn't very popular at the 1960 election
