The American Academy of Pediatrics pushed it as a blanket recommendation back in the 70s and didn't retract it until like the 2010s, which is why it's so widespread. IIRC, the rationale was some hand-wavey bullshit about cleanliness and reducing the spread of STDs later in life, which is the exact kind of thing someone raised on leaded hose water would come up with.
I was told it was because when I exposed my penis to all my classmates in the changing room I wouldn't be the only one who had an uncut wang and suffer humiliation. Turns out I never once got naked in front of my classmates, but I still got humiliated on a near constant basis. By a cruel twist of fate, had I actually had the opportunity to expose my gennies, I would have certainly earned myself some cred, as I'm hogged up for real down there.
