Trailer Park Boys, sort of. Lahey and Randy aren't actually cops, but they act like they are, and the cops are really incompetent too.
The cop in the Village People has famously never solved a single crime, making him probably the most incompetent cop of all time.
He also didn't cause any crimes, which makes him pretty competent for a cop
