The solution is applying vaseline to your eyes. This will result in a kind of physical screen space blur, thus eliminating the artifacts.

I'm testing a new low res texture pack, believe it or not it's more popular than the quality one's.
Update your optical drivers and the artefacts will be gone
Need a weather expert to correct me because I sorta remember those kind of clouds are bringing bad news in regards to upcoming weather conditions.
