Rules:

5. Only recent news is allowed.
Posts must be news from the most recent 30 days.
6. All posts must be news articles.
No opinion pieces, Listicles, editorials, videos, blogs, press releases, or celebrity gossip will be allowed. All posts will be judged on a case-by-case basis. Mods may use discretion to pre-approve videos or press releases from highly credible sources that provide unique, newsworthy content not available or possible in another format.
7. No duplicate posts.
If an article has already been posted, it will be removed. Different articles reporting on the same subject are permitted. If the post that matches your post is very old, we refer you to rule 5.
8. Misinformation is prohibited.
Misinformation / propaganda is strictly prohibited. Any comment or post containing or linking to misinformation will be removed. If you feel that your post has been removed in error, credible sources must be provided.
9. No link shorteners or news aggregators.
All posts must link to original article sources. You may include archival links in the post description. News aggregators such as Yahoo, Google, Hacker News, etc. should be avoided in favor of the original source link. Newswire services such as AP, Reuters, or AFP, are frequently republished and may be shared from other credible sources.
10. Don't copy entire article in your post body
For copyright reasons, you are not allowed to copy an entire article into your post body. This is an instance wide rule, that is strictly enforced in this community.

What are the next steps? Does it need to pass the Senate? Can trump veto? Are the files released today at midnight? What happens next?

Next it goes to the senate. Which will need 60 votes. We know that's not happening.
If it does pass the Senate, it goes to Trump's desk. That's a veto 100%.
Oversight committees can delay and block subpoenas to get the files.
DOJ can refuse to comply.
These are the main factors. So will we get the files? Probably not. But it'll put Republicans on the spot for them.
Assuming the bill gets passed in the House, it would still require approval by the Senate and to be signed into law by President Donald Trump. Senate GOP leaders have not guaranteed they would hold a vote in their chamber.
But Rep. Ro Khanna (D-Calif.), the co-sponsor of the bill with Rep. Thomas Massie (R-Ky.), told reporters Wednesday he believed “40 to 50" Republicans would join Democrats in supporting the bill in the House.
“If we get that kind of overwhelming vote, that’s going to push the Senate, and it’s going to push for a release of the files from the Justice Department,” Khanna said.
Trump officials are still waging an intense pressure campaign to get at least one of three House Republican women to remove their name from the discharge effort, according to two people granted anonymity to share private conversations. If that push is successful, it would complicate efforts to get the measure on the floor in the first place, as Republicans are more likely to vote in favor of the legislation itself than they are to sign onto a discharge petition seen as an outwardly antagonistic gesture toward leadership.
There’s so many moving parts and so much corruption within the system. I don’t have high hopes for this, but I hope our rapist-in-chief gets what’s coming to him.

Procedurally and realistically you're correct. However technically the "nuclear option" exists to reduce that to a simple majority. There is a 0% chance that will happen, since it didn't happen to end the 40+ day shutdown, no one is going to use it here.
Plus even if you did, Trump would veto it and it would all be for nothing, as you said.
Remember, releasing the files is extremely popular with Republican voters, to the point where anyone who votes no is going to look like they're basically in bed with the evil deep state pedophile cabal hiding under the pizza parlor.
That means for them to kill it in the House, a whole bunch of GOP reps have to face a firestorm from their constituents.
If it does in the Senate, it's because they let that firestorm spread to every GOP senator too.
And if it makes it to Trump, and he's forced to veto it? That might just be the final nail in his presidency. His polularity is already tanking. This could kill it completely.
Certainly agree on the veto. But I feel like this is a perfect chance to split the opposition. Not going to pretend how that political ammunition would best be used, but it seems endless.
Remember, everyone wants these files released, not just democrats. Forcing a vote puts every republican that votes against it, an adjacent pedophile.
Yeah, I think recent polling puts it at something like 75-80% in favour of releasing the files, and it's pretty evenly split across party lines.
Its so popular I dont even know what the average citizen argument against it is.
