I assume, theft rate is something like amount of thefts reported to police (per capita) per year, % change means the relative difference between two values in percent, i.e.

[value(2024)-value(2014)]/value(2014)·100 %  
= [value(2024)/value(2014)-1]·100 %

Theft, for the purposes of this chart, is defined by ICCS0502:

“THEFT” (ICCS 0502) is defined as “Unlawfully taking or obtaining of property with the intent to permanently withhold it from a person or organization without consent and without the use of force, threat of force or violence, coercion or deception”.
INCLUSIONS: Theft of personal property (05022) where entry was lawfully gained; theft of personal property from a person (050221) or from a vehicle (050222); other theft of personal property (050229); theft of business property (05023); theft of movable public property that is not a vehicle (05024); theft of livestock (05025); theft of services (05026); Other acts of theft NOT involving the use of force or threat of force against a person (05029): theft of mail; theft by conversion.
EXCLUSIONS: “Theft” excludes Burglary (0501); Robbery (0401), and Theft of a motorized vehicle or parts thereof (05021), which are recorded separately. north reference and scale? who's going to try to navigate using this map? it's just a way to indicate some stats by country

You can add a scale to a digital image by having a line on the image and labelling it with the distance that line represents on the map. You might have a line roughly the width of Cyprus and mark it 200 km, for example, and then no matter how big the image is for a given viewer they will always know how big 200 km is

However on this map it's definitely completely unnecessary, nobody is trying to figure out the size of Europe from this
