Changing USA's constitution requires a 2/3's vote in both House of Representatives and Senate, plus ratification by 3/4's of the States (i.e. 38 States).

Right now, neither side has the numbers to pass a constitutional amendment.

Republicans control 28 states, Democrats have 18, and 4 are split.

At the Federal level, the House and Senate are both close to an even 50/50 split.

The Constitution has as much power as the paper it’s written on if the judicial branch won’t use it as a guideline, the executive branch does whatever they please, and the legislative branch codifies the new behavior after the act, which is then allowed to stand because the judicial branch doesn’t care if it’s unconstitutional.

Trump just says dumb shit. Xi has no reason to fear the ICC, and America passed The Hague Invasion Act, which requires America to invade if an American serviceman is ever detained by them so Trump has nothing to fear outside America.

Only because Trump is so ignorant as to not understand the ICC is largely a tool of the US; we aren't bound by it, but we can use it to bind others or just generally justify further hostile actions.

Same with him talking about disbanding NATO. That one, I'm certain he knows how much cutting his fellow billionaires off from Raytheon's biggest market would hurt them, and is only saying dumb shit to get Europeans to buy more US weapons.

Russia needs China more than the latter need Russia. This is not a formal alliance, just an amicable partnership. I doubt Putin regrets it on a personal level. The man doesn't give a fuck about those that have suffered, but at an operational level it has massively weekend Russia and China are making Putin still appear strong whilst making Trump look just 'meh'.
