Apparently India has hundreds of millions of Bangladeshi immigrants who have all legal documentation, have been voting in all elections.
It's mostly used to harass Indian Muslims and sometimes even deport them to Bangladesh without any sort of due process and their states government ( if it's not the BJP) then has to scramble to get them back to India because Bangladesh doesn't recognize them as citizens.
They also throw people into the ocean sometimes.
