I did an experiment before - searched for phrases like "death to nationality" and "kill all nationality", with various nationalities, and reported a dozen each to check if there is any bias: There isn't, all of them were ignored. I believe any moderators left, if there are still any, work by the queue of most reported first, and the top of the queue is most likely filled with brigaded reports from right wing trolls.
If you don't use specific keywords, there's essentially no moderation on Twitter right now. All of their moderation is via keyword.
