That's how it's supposed to be, and why this is such a challenge for the political Right. For them, the cops are allies, and it was incomprehensible that they would put up any opposition at all.
By and large this has always been the case, the the police are guardians of order and the primacy of capital, and that's the side the Right is almost always on, so it's understandable how precedent would have led them to believe that it'd always be the case.
And they were shocked and hurt to find out that it wasn't.

Yes, and I often point to their hysterical outrage at the shooting of Ashli Babbitt as a prime example of this. Someone breaking and entering the Capitol, with a mob of people that had murderous intent, ends up getting shot and they are apoplectic about this, and still are.
The idea that right wing white people might not be allowed to get away with just about anything absolutely infuriates them to no end. Meanwhile, if a black guy happens to get murdered by a cop for selling loose cigarettes or whatever....well, he had it coming.
