A few things crossing together here to make this joke:

• The bulk of this is from Stargate SG-1 S4E8 "The First Ones", notably Daniel having difficulty understanding this alien he calls "Chaka" (a name he calls the alien simply because that is a phrase he hears this alien say a bunch)
• This interaction is similar to one of the most well-known scenes from all of Star Trek (Star Trek: The Next Generation S5E2 "Darmok") in which Picard has difficulty understanding an alien who keeps saying "Shaka" a bunch.
• In Stargate SG-1 S6E8 "The Other Guys", a couple characters argue about Star Trek. Notably, the character who says this "altar of Roddenberry" line (Gene Roddenberry being the creator of Star Trek) is portrayed by John Billingsley, who is best known for his portrayal of Dr. Phlox in Star Trek: Enterprise.

While the characters in early episodes of Stargate SG-1 often referred to a group of mysterious aliens by using terms like "the gate-builders", I believe the first time those aliens were referred to as "the Ancients" was in S2E16 "The Fifth Race" in 1998. As far as I can tell, the first time the Ancients were brought up on Farscape was S1E16 "A Human Reaction" in 1999. Even if you assume the idea was planned from the very beginning of Farscape, the first episode still aired in 1999, months after the Ancients had been established in Stargate.
