Her explanation will be "saying it's bad when the US kills people is anti democracy and you should just vote more if you want to stop it"

I was feeling like her explanation would be more along the lines of "saying its bad is unpopular, and will lead to electoral losses therefore more bad things." The weight of infinite possible future bad things keeps people from stopping the ones right in front of them all the time

Criticizing Trump now for doing something bad only opens up the possibility of the future Dem getting criticized for continuing to do the bad thing despite chastising Trump for it, ergo not criticizing Trump helps the future Dem get re-elected
