The tsars and then European anti-Semitic parties, the Nazis only being representative of them. The Jews of the 20th century didn’t really experience systemic problems in Arab countries until western powers did their thing with the help of Zionist terrorist to convince them to leave some of their oldest communities with the Babylonian community being maybe the most stark example.
