ICE are basically every scumbag anti-mutant militia the X-Men ever beat up, but without the matching uniforms.
Every generation Hollywood has had to have a villain that all heros beat the shit out of or who were the catalyst. 70s it is Russia, then Libya, then Chinese, then Russia again, Arabs and then robots. ICE would be perfect for another generation.
