It's their version of the concentration camp guards all being "not responsible" for the killings.

These soldiers wanted the children to be treated, but the doctors couldn't. The doctors no doubt couldn't because they needed orders from command, and command didn't issue the order because the soldiers didn't follow proper protocol. It's no one's fault, it just was a thing that happened, we certainly shouldn't blame the military that travelled to the other side of the world and attacked those children in the first place, every single individual involved within it is blameless.

Maybe they didn't realize that holding a gun and telling a doctor to perform life saving care on a child under penalty of death is an effective way of getting things done

Right? Like I dont care if im going to prison after. If im standing there with an assault rifle you are going to save that damn kid. But these soldiers arent exactly known for their good judgement. They joined the US military afterall.
