I think Osamu Tezuka, but his ideology was kinda all over the place and he was a party member for less than a year

If by party you mean the JCP(couldn't find which org he joined from a quick search, or when) they're haven't even been marxist since the mid 70's they're basically center left social democrats, although more radical in the past but never very revolutionary

He would have been a member some time in the 1960s since he apparently did a cartoon in a 1967 issue of the JCP newspaper

Yeah, Tezuka wrote an Astro Boy arc where he goes back in time and fights the American military during the Vietnam War. But he also has Astro Boy commit 2 separate genocides (against alien species) which are portrayed as a good thing. Tezuka also wrote a manga called "Message to Adolf" about Hitler (I haven't read that one, so not sure what the politics are).
