All the VPs who later became presidents were the worst presidents.
Also the Supreme Court, whom you also didn't/don't/can't vote for, can rule on whatever they want and all you can (legally) do is watch.
Technically we're supposed to be voting for the president/VP combo. But since they don't necessary have nearly as much power until the president eats it, I think most just vote president as long as the vp pick isn't that much worse than the other one.
Biden just needs to start World War III and win the election and he'll get the FDR achievement.
