My theory is somewhere deep inside himself he knows that once he loses access to his power and position, and the obsequious self-assurance it provides, all that's left will be to confront the abject moral abyss that is his soul. So he's just trying to die ignorant and shameless in office.

I kinda think the world is better without him welding even the slightest bit of power over any other human, but I'd be okay in that instance with him living another dozen or so years to experience the consequences of his decisions along with the rest of us.
Perhaps with luck, his medical bills will bankrupt him in the same way that he's made it possible for so many others to be bankrupted.
