I interpret this sentence to mean that Judge Kaplan would NEVER sentence a white collar criminal to more than 25 years, no matter how reprehensible. Judge Kaplan found that Mr. Bankman-Fried was "the worst he had seen in 30 years on the bench" and then imposed this sentence.
