If you have ever seen Gabriel Dropout I love the character Satanichia. One of the best anime comedy characters I've seen and yeah she matches this description so well.
Inuyasha often said he was evil and played the tough guy so he would be left alone, but he was usually compassionate and had a soft side.
Dr Horrible intended to be evil but never followed through.
I know hating on League is in vogue in some corners of the internet, but I really like Veigar. He claims to be the master of evil but hates that nobody takes him seriously because he's short and he takes umbrage with that. His voice lines are quite fun.
Imho League is an ok game with great lore and a terrible community.

Well, he never says he's evil but is certainly seen as a villian: Dr. Victor van Doom. Maybe I don’t know enough Doom lore but he seems not evil in the same way as Thanos. Sincerely believes that his way is the right way and the ego to try to force it on everyone else.

Doom does a genocide every other month. There's something to be said for earnestly believing you're the good guy but you can say it about Hitler too.
Character that insist is evil but clearly isn't: Crowley from Supernatural.
But I think that character that is actually evil but still charming is more interesting, and for that I bring forward Baal from Stargate.
Maybe I’m confusing the two, but I always thought Crowley from Supernatural was an evil demon with a streak of humanity. His character arc is a redemption arc as he develops that tiny sliver of humanity

Different character, but there is a lot of overlap. When the show introduced Crowley for the first time, I thought it was an omage to Good Omens.

Dr. Cortex is undoubtedly evil; but he MASSIVELY overexaggerates just how much of an evil genius he is. The worst thing he did (other than building a slave army from endangered native creatures) was shoot an emu one time. Most of the other bad things he did were more incompetence than malice
Is he a veteran of the Emu War? Most soldiers are not considered evil for murdering the other side.
