I'm not sure if you mean that in the sense that "this is the best movie, which is animated, of all time" or "this movie has the best animation of all time", but in either case, Akira exists, so you can't possibly be correct.
Tremors, though, I can support you on without question.

And although I haven't seen them too many times (but at least twice) Memento is a great movie if you haven't seen it. Also I haven't seen it multiple times but The Strangers is a great horror movie.

For some reason as a teenager I watched Fantastic Mr Fox about 17 times over several years. It is a good movie, but I can't say I recommend anyone else watch it that much. Once is enough.
