I was not aware.
A few years ago all the pundits were saying earth is overpopulated.....
It's both. They want eugenics.
Ooh! Oh. It's paying $10,000 to attend, not being given $10,000 to attend. I'm just saying, if they really want to "repopulate" or whatever, paying people a bunch of money to attend would probably be way more successful.
But then you'd be encouraging poor people to have kids. It's not just about repopulation, but eugenics too.

You're not wrong that it's 100% a 14 words type of "repopulation" they want but it seems more likely that the natal in the name just refers to birth rather than the South African province
